1. Land Ownership or Lease Agreement
A valid land document is mandatory for setting up a stone crusher. This includes:
- Sale Deed or Land Ownership Proof – To confirm legal possession of the land.
- Lease Agreement – If the land is leased, a registered lease deed must be submitted.
- Land Use Certificate – Issued by the local municipal authority or panchayat, confirming industrial or commercial use of the land.
2. Consent to Establish (CTE) and Consent to Operate (CTO) from State Pollution Control Board (SPCB)
Stone crushers fall under the "Red" or "Orange" category industries due to dust and noise pollution. The following documents are required:
- Application Form for CTE/CTO – Filled as per SPCB guidelines.
- Detailed Project Report (DPR) – Including plant layout, production capacity, and pollution control measures.

4. Factory License & Industry Registration
A factory license under the Factories Act, 1948 is required if employing more than 10 workers with power or 20 without power:
